Quite frankly, critical and independent thought is definately not something that the major industries are looking for in a workforce. While I believe it should be a fundamental right for children to be exposed to philosophy, you'll find that business sectors would be dead against it. You'll have to look elsewhere for school who would teach such thought because our education system has more to do with kitting us out as a workforce than our enrichment. I guess its up to the teachers in our society to make the most of the time educating a child to help them as a person in their own right in the rigid frameworks imposed, because future employers and the government couldn't give a damn, in my opinion.
